20 miles south of Minneapolis deep in the woods.
I purchased a 3710 with a full cab, loader, and snow blower. It has 1100 hours on it and runs great but the steering is very loose.
I kind of herd it down the driveway. I checked the tie rods and they are tight. Could air in the hydraulic steering be the problem
or is there an adjustment that can be made somewhere?

Start by checking the steering valve, as it's probably worn out after 1100 hours of use. While it's possible to have air in the system, that's not as common. Make sure to look for any adjustments needed on the steering valve or steering box. Don't forget to check the hydraulic fluid level and its condition too. If the steering cylinder seals are worn, that could also lead to some play in the steering. You might need to rebuild or replace the valve as well.

Air in the lines usually makes steering hard, not sloppy. If it feels loose, you're probably looking at wear in the steering cylinder or the orbitrol (steering control unit). At 1,100 hours, it's not unusual for the seals or internal valves to be tired.
